Default tutu help

I need help plz, I just made my first tutu for my daughter and the elastic will not stretch or shrink back, it is just staying the same......why is that?
I did the no sew tutu; could it be due to the fact that the elastic was slightly stretched while i was tying the tulle on it?

I cannot post a pic tonight but i will post one in the morning to show you all.

Any tips would be great, thanks
