I do not starch mine, but use LOTSA korkers. I actually learned to make mine with these free instructions:

I use 24 ribbons in each of mine, cut the ribbon a tiny bit more than 2" long. I don't tie them, I sew them. And I starch and hang them upside down to dry.
So far haven't had any complaints.

these are cute. Can't wait to get my korker box in the mail.....I sew them but I'm too lazy now to do it like that.
