I'm in the partially lined camp as well. I started fully lining them because they looked finished, but when you go to actually use them and put them in your little girl's hair they don't work so well. They get caught in the hair and it is a struggle to get it in the hair nicely. This is especially an issue when you have a rambunctious toddler that hardly sits still! So partially lined is SO much nicer!

When I first started making my hairbows I fully lined them, my dd didn't have much hair and was using a headband. When her hair started coming in thicker and didn't need the headband the clippies would just slide out of her hair. I now partially line my clippies and Love it!
