it depends what look you are going for a sweet tutu I would use pink or white leggings with ruffles on the bottom with dress mary jane shoes and a more edgier look i would get some black leggings, layer socks and black doc marten shoes--
for a natural pose i would do mini shorts underneath-white- and bare legs

J was only a little over a year when we got her a pic done in her tutu.... so she JUST wore the tutu and a little flower ringlet thing in her hair... she was so darn cute, too!
