What they had at Michael's was definately not foam. Not sure where to get it wholesale though.

I did a few for my niece a few weeks ago. I used normal ribbon. Then I used a paint brush and covered one side with modge podge. I used super fine glitter (from Michaels) and covered the ribbon with it. I gave it some time to dry, shook off the excess and sprayed it with 3 layers of spray adhesive. Let it dry and then attached it to the elastic. She has worn it to 4 soccer games and had no problems with the glitter coming off.

I saw this at the Michaels by me and it was $3.09 a yd! and they only had pink. It is really cute though!

I saw it at Michaels today also.... It was over $3.00 a yard and they had all of the colors.... I will probably go back and get some this week.
