On the bottom you could cut a circle of felt. That would be lightweight and you could cut slits in it to slide teh headband, but it wouldn't come apart. You could hide the seam of the headband under there as well. I really likethese and think they would sell well! If someone can figure it out!

I recently made one of those for my DD's first bday pictures. I took a cardboard party hat, undid it and laid it out to use as a template. Then I took some of that really stiff felt (not sure what the real name for it is) and cut out the hat shape. Then I appliqued a number one on a piece of minky and cut out my fabric for the outside and coordinating fabric for the inside. Then I made sort of a fabric sleeve and put the felt stuff inside it and embellished it with marabou and pompoms. I also stitched ribbon ties onto the inside.
The headband seems like it would be easy. Just hand stitch it to the inside of the hat.
Hers also look smaller than a traditional party hat.

I really like the idea of putting it on a headband. My DD wouldn't let me tie the strings under her neck so I might have to modify mine and add the headband.

I just wanted to let you ladies know that I went ahead and purchased one of these headbands. They are just sooo cute. I had been thinking for quite some time now that I wanted to learn how to make one for my daughter but I finally said - FORGET IT!! I'll just buy one! LOL

The lady on etsy was super duper nice and even let me send her my fabric so that it matched my daughters 1st birthday outfit - that's being made - perfectly! I am so excited and can't wait to get the finished product. I will be sure to share when I get it in!!

I finally tried it using the heavyweight interfacing (I love this) and some fabric.

I stuffed the inside and used a felt circle with slits. I cut 2 larger slits parallel to each other on the circle and then I glued it to the bottom of the cone. I took the headband apart, threaded it through the parallel slits and hid the seam under the felt inside of the cone. The only thing I think I'll do different when I make my "real one" is that I will cut the slits for the headband in the sit of the cone to see if it makes the hat more sturdy.

This probably makes no sense and I am awful at explaining things so....I'll stop here

I ber that you could take some heavy non fusible pletex and make a cone pattern. Then take some fusible webbing or stitch witchery and iron the fabric to that, sew done the sides with the right sides together to make the hat. I would think that you would sew wide elastic or make an ajustable ribbon and sew the ends to the hat and embellish it as desired.

I would use timtex or craft foam for the cone. Paper would get crunchy or smooshed after it gets beat on a little, but the cones would be a good template.
