Default Tutu sizing help please

I have been asked to make a custom tutu for a 1 month old and need help with the sizing. If I use the elastic, how big do I cut it if the waist size is 14"? Thanks!

I always subtract 4" from the measurement to allow for stretching of the elastic, so in this case, 10"

I always do 3-4 inches smaller than the actual size also!

This is just an idea, but since she is only 1 month old she probably won't be sitting up. I saw a tutu made on a plastic headband instead of an elastic headband. The baby was laying down and they just opened it up a bit and slid it around her belly or back if she is on her tummy. Just an idea for pictures.

Have you seen the tutus made for infants that is done on a wide (like 5") crocheted headband? The crocheted headband pulls up over the tummy/chest and kinda make a tutu dress of sorts. Here's a link, they are SOOOOO cute!! I imagine you could even use a 1.5" crochet headband too if you don't want more of the dress look.
