Default Paci clip

I am planning on making some paci clips, but I need to know what is a safe length to make them. I'm sure some safety agency out there has a recommended length to not be a choking risk. Does anyone have that info?

I just started making them today--the tutorial is good--are you doing snaps or velcro?
I love using the snaps however some of the ribbon "pulls" when you put the snap in---anyone have suggestions? The heavier twill-like ribbon works like a dream though...

I'm not sure where you're from, but you can call in and get all the info you need. Here in Canada, I believe it's 14", however that's the entire length-fully opened. You also need to make sure your clip contains under a certaian amount of lead and since they contain small parts, you need to have pull/push/tension testing done to make sure all smart parts (clip, velcro, snaps, etc...) cannot come off easily. I believe they must hold 10lbs for 5 minutes with no danger of coming off..although you must have the testing done for all of the above at a lab.
