It looks to me like very small teardrop shapes of red grosgrain. She's very talented!!

that is great! i made a snow white kinda like the one you can buy from this site but i added red to the sleeves but it looks nothing like this! her sleeves are puffy like the dress up costume my daughter has. she did an awesome job!

I could give you instructions on how to do it that way. As far as the ones you were looking at, I think she probably used 5/8 or 7/8 for the sleeves, gathered tight at the top (using thread and a needle) and gathered not as much on the bottom to allow it to balloon out? must like you would do if you were sewing a dress with sleeves like that? KWIM? And then just cut out some teardrop shaped red pieces and glued between the pleats. HTH

I just took a closer look, probably not sewn on the bottom part of the sleeve just folded under and glued?

Wow! Good question. It looks like she probably has fingers the size of toothpicks though....LOL! It looks sooooooo neat and intricate....like it took tons of time and effort to in order to get it to look that neat and precise.
