12 or 14 would be enough. I think you should chose 14. I would be perfect.

For fold over elastic I would try 13 inches.
It is hard if you look on etsy and search you will see different sellers suggest different sizes for the same ages.

We should all try them out on our babies of different ages to see what sizes really work.

One average I sell
13 newborn to 3 months
14 - 3m - 6 months
15 - 3 months - approx. 8 months

No you dont measure it stretched. She is saying she cuts a normal 10 imch piece of lace or elastic. And with the stretch in hers the ten inches stretches to twelve inches. Soif you cut yours to ten inches and it stretches one imch then it stretfhes to 11 and if it stretches 3 inches then your heafband stretches to 13. But both are cut the same length but because one stretches more than the other it ends up longer.hth

This is something that I struggle with. Everyone (especially on Etsy) seems to have a different scale. I just want to do what works best still trying to master it. Every baby's head is different.
