Really cute clippies.
The candy cane is a weaving technique similar to a striped woven ribbon headband (a.k.a. diamondback weave), just smaller. So if you know how to do a woven ribbon headband, you should be able to adapt the technique. You can purchase woven ribbon headband instructions on the hipgirlclips site or elsewhere. The reindeer looks to me like folded 7/8 tan ribbon for the face and dark brown ribbon cut freehand (using sharp scissors and fray check or possibly a woodburner) in long, thin shapes for the antlers.
