yes, when you go to tie this..you have three different sizes and colors. stacked in order from longest at the bottom and such. at the end just pull the shortest to the top and so on...hope ths helps.

so it is done on one piece of elastic but you layer the tulle?? is that correct?? TIA

I made mine for a regular tutu (waist) and it was fine. I have never tried for a dress like this one..my daughter would freak out!! too much tutu!!lololol
