Pretty sure you could just ruffle strips of tulle/chiffon/whatever and sew the ruffles onto the butt together in rows really close together. Not sure how you'd go about washing it though.

I made one for a friend and I just basted the tulle, scrunched it and I sewed it to ribbon and then sewed the ribbon to the butt of the onsie to go with the flowers i had put on the front. wish I had taken a pic

My question is how do you sew it all the way around the onesie and make it still be stretchable? It seems like it would be tight where it is sewn. I can see if you only did it on one side th other side would still stretch but doing it all the way around it wouldnt give. I hope that makes sense

I have used chiffon to make a tutu onesie and also tulle. All I did was gather the tulle or chiffon then sewed it on. I wash mine by hand and they turn out just fine. U just have to fluff again after it dries. And for my tut onesie I can't remeber for sure cause it's been since august but I want to say that I almost used 25 yrd on a onesie. Maybe a little less. I have a picture of the tulle tutu onesie on my thread for appliques it has a crown on the onesie. I hope this helps.

Most sewing machines have a stretch stitch that would allow it to have a bit more give.
