Default Tutu Dresses with Crochet Bodice

Hi Everyone!

I'm new here. My name is Heidi and it's nice to meet you all! I've been making tutus and tutu dresses for a while but I'm new to making them with the crochet waistbands/bodices. I attached a picture of the first one I did on a crochet waistband. This has 3 layers. A single bottom layer, and then 2 pieces of tulle together on a second layer. I learned from it that I need to make my second layer a little longer to match the bottom layer, especially if I'm going to be making a dress.

I want to start making tutu dresses with the crochet bodice, but I'm unsure as to what size width I need to order for the crochet part. Would it be 6" or 9", or should I order both sizes to fit different size children? I plan to make the dresses to fit children up to girls size 11/12. Thanks so much for any help you can give me!
