quality and quantity is the key! lol. I hand sew mine and use about 35-45 2.75in korkers. I spray them with starch before I bake them. They become nice and full but still have that individual bounce!

Also, the more pieces you use, the poofier it will be... For my 4 inch korkers (the biggest I make) I use at least 28-30, 4 inch pieces.
