Default Instructions for rag tutu?

Hi! My daughter is turning 1 in about 6 weeks. I have waited a little late to start her tutu especially since I've never made one. I would like to make a rag tutu...not sure if this is what it's called but here is an example of one.

I have found tutorials on making the tutus out of tulle. Is the theory still the same for fabric scraps? And how long should it be? She wears a size 9 months. The reason I ask is I've heard you need to cut the strips longer than what you think it would be because you want it to look flouncy.

Yes, thank you. I found pictures on my own. I was asking if it should be tied the same...as in doubling the fabric strip, pulling the "loop" under the elastic waist, and then pulling the ends through the loop. Will it lay the same as tulle would or should it be tied differently?

I understand that people come on here, spend absolutely no time looking, ask 1 question, and expect someone to hand over trade secrets. I have looked up the info by googling it and couldn't find tutorials that gave lengths so I did take the time to look. I also have been on this forum for several months and have participated in discussions..not just posted an ran. I don't feel like your response (if you can call it that) was particularly nice. Everyone can use a little help now and then.
