Default Customer gave exact measurements of head, so do you make headband a little smaller?

I have customer with twin girls who have very large heads for their age, so she gave me the exact measurements,but I am wondering if I should make the headbands a little smaller or maybe a little bigger then her measurements. Her twins are just over 6 months and the measurements she gave me were over 18 inches big! That seems like adult size. I have seen the girls and yes, they do have large heads, but with FOE will they stretch a so I should make them a little smaller? Help!

i usually make them an inch smaller so they can stretch on not fit loose even though its an inch longer you still need room to either sew it together or glue it. HTH

I agree that you should make it 1-2" smaller to grip the head and allow for sewing ends. FOE is very stretchy and soft so it won't hurt the baby's head.
