Default Any ideas on how to do this tutu dress

Does anyone know how to do the shoulder part on this tutu dress? I know how to do the dress just not the shoulder part. I was thinking I could use the crochet headband that comes on a roll and just tie tulle in the holes? Any other ideas or suggestions TIA

Looks like 3 different lengths of tulle & they're layered on the crochet band. When layering make sure you knot the tulle over the thicker part & not the thin piece of the holes in the band. Also to make sure your different lengths of tulle are not side by side, once you get to your next length of tulle, knot it around the thicker piece in the band right above the first layer of knots. I'm not sure how the boa is attached across. Maybe weaved in & out of the band.

I would like to know how to stitch the headband back together after cutting it down to keep it from fraying and holding together.

It look like a feather boa to me...I don`t think is tulle

That is a feather boa over the shoulder, but tulle would work as well.Use crochet headband material on a spool. Just sew it on the shoulder and add tulle like you would a tutu.
