Question Headband sizing...

I know there have been several posts about this, but I have another question.. When you measure out your elastic, do you measure the exact length or do you add a bit more for the fold over? So for example, I generally use 13.5" for newborn size...but I will usually add a bit to that to compensate for the part that I fold over and glue. Is that how others do it as well or do you just measure out the 13.5"? Thanks!
