Default when wrapping your tutu wasistband grr..

I've been getting frustrated lately wrapping my waistbands. I find that after a few wears the ribbon the ribbon looks all bunchy or pulled out? Is it just the tutu is not big enough for the person wearing it? or does the ribbon generally do that? Would love some suggestions
