It's a fringe trim that you continue to roll until you have the fullness that you desire. Try looking at the trim sections in your local fabric stores or walmart. Here are some pic's of that trim in pink.

Mine is a really soft mesh, kind of similar to the mesh you find on the back of the shabby rosettes.

Yes, this trim has about 1/4" of elastic trim where the soft mesh is sewn into it. You basically start rolling the center and glue along as you go in a circular motion untill you have the diameter and fullness you desire. Then I attach it to my headband and attach a felt backing to it for more security and comfort. They are really easy to make, finding a decent price for the trim is the hard part. I bought mine from Hancock Fabrics awhile back, I think walmart has it for $2.79 yd. It take about a yard to make one like the pink pictures I posted.

I think you could probably also make it by hand and get a similar effect. I would cut probably 10 4" squares of tulle, fold them in half (like a hot dog), then again (like a hamburger) then fold the "hamburger" shape corner to corner to form a triangle....trim the edges (I round mine) so it is even. glue or sew around the perimeter of a felt circle and add a center.

I will try to make one later.
