No it isnt a oinwheel, its two tails dkwn bows! Pinwheels have tails extending opposite directions and opposite sides and tails down have both tails down on the same side! HTH!

To me it kind of looks like they were folding for a boutique bow and forgot to shape the bow and just tied it off lol. (Like they used two bows to get the two colors, if that makes sense)

With very short tails, there are several good tuts for it abd she just stacked them
