I have made a few of these. It is totally do-able without a machine- I just use a needle and thread and attach ruffled tulle to the pre-made canvas tote bags. I put a piece of cardboard inside so that I don't sew through both sides of the bag. They really were just "play" purses so I wasn't going for a fantastic boutique look, but they turned out pretty well.

I have never done this before, but I would suggest taking your tulle, folding in half for fullness (lengthwise), and place a running stitch with a needle and thread down the entire lenght, then gathering to your likeness, then maybe hand-tacking to the ribbon (the stretchy sequin ribbon looked nice, and has its own "natural" holes to work with)...you can then attach the top part of the ribbon (only sew on the bottom half) directly to the bag....hopefully you follow my vision here, if not, pm me and Ill try to make on and send you pics
