What if she just stitched zigzag with stablizier underneath, glued it on the headband and then decoupaged it?

my 2 cents...don't use mod podge-if it gets wet it's a sticky mess and ends up in your hair...
I want to try one for dds for halloween-I'm thinking about laminating with clear contact paper or iron-on vinyl.

there are a lot of different sealants at michaels or hardware store that are waterproof, like modge podge kinda but are wp. maybe some of those?

Not the same thing, but a similar idea. I bet one of the pp was right and this the wrappers were laminated, sewn, then glued to a blank. They're cute!

Ok someone needs to figure out how to do this because I sooooo want to make these lol. Those are just too cute!!!!!

Here's my idea...sew the wrappers together, glue them to the headband, and possibly use clear lacquer spray paint???

I have been searching for instructions and found one site that had a different view of the headbands. It is Laminated and sewed to what looks like a piece of thin foam, making a sleeve for the headbands.

I don't think there is anything covering the underside of the headband. Is that what you mean buy it being a "sleeve". I think it is just glued to the top. Look closely at the first picture at the dum dum sucker one and the second picture at the m&m one. If you look at the ends you can see where the wrapper ends and you can see the plastic headband. I don't know, but I'd love to figure it out too.

there is a pixie stix one...those wrappers are all paper so the melty method wouldn't work on those like it might the plastic items.
