does anyone know how to make the fabric or ribbon beads?

Maybe they roll the fabric up and use a glaze, like Mod Podge.

I read where they use mod podge on wooden craft beads so maybe they wrap the beads in fabric or ribbon.

Yep, that's basically it. We used to do that all the time, except for the camp craft ones we used magazine paper. You can do a long strip that ends up as a tube-shaped bead or a long triangular one that ends up fatter in the middle than the ends.
