haven't tried it but I've heard of tieing the tulle on and wrapping the knots w/ ribbon like a tutu so it doesn't itch. Has anyone else tried this?

Hm.... couldn't you tie the tulle around a piece of ribbon or cording, wrap the flops with coordinating ribbon and then glue the tied strip of tulle to the top? kwim?
