This is my first attempt at cheer bows. But a friend asked me to make bows for the cheerleading squad attached to her sons, Peewee football team. They have really nice uniforms, but the league only gives them a 25" of 7'8 grossgrain ribbon for a bow.
It looks a bit off to me. Are the tails to long? I used 30" of ribbon, and the "bow" part is 6'. I did used a template to form the bow.

The bow itself looks great! I like the layering of ribbons that you choose. I personally prefer bows with short tails, so those do seem a bit long to me. For 3" wide ribbon I use about 26-30" so for thinner I would use a bit less, for 2.25" ribbon I use anywhere from 25-28" depending on tails.
It also depends on how they are wearing them, if they are wearing them front facing on a half pony or high pony I would do shorter tails, if they are wearing backwards on a ponytail the longer tails might be preferred.
