Im going to have to look that up... why would PP care what people do, they are getting paid... to me they have NO RIGHT to tell you what you can or cant charge for.... HMMM maybe they could stop charging....

Here you go:

4.5 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. ETA: It's actually illegal in some states (including California) for merchants to pass on credit card surcharges to the consumer. So maybe it's not a question of Paypal's rights, but rather what is legal/illegal.

According to pp rules you aren't supposed to charge fees. that's probably why your other group has that rule so they can't get into trouble.

That said...here's how I feel aolut it, and I think many of the ladies here feel the same. If I am selling things at regular price I don't charge paypal fees.

However if it is a group buy or things are being sold at cost or pretty near cost there are fees added, or a handling fee as some mentioned. paypal charges the seller, if they have a business account fees in order to accept payments.
these fees are to prevent the seller from losing money on an already low price offer.

Calling it a handling fee is the best way to actually go about it.
Or sometimes I try to remember to add the percentage into the price of the items I'm selling if they are really low.

And on top of that there is the price of the packaging, ink, labels, gas to the PO

being moms, aunts, grandma's, friend, we all understand and don't want someone to be out the money. When you are buying it to resale at retail for profit that cost is easier to absorb.

It's also a good thing to remember that the shipping fees keep going up and up and because of how light some items can be it just drives the cost up.

I always try to buy as much as I can to make the shipping and fees worth it.

It's illegal in Texas too, but gas stations and smaller mom & pop places do it ALL THE TIME!!
