I use Gemtac for my tiny rhinestones. It is made specifically for that and sort of looks like Elmer's glue. I put a dab of glue on a piece of paper and dip a safety pin into it and then apply to my applique or ribbon. Then I use tweezers to drop it into place and then press down gently. You have to make sure a thin ring of glue squishes out around the rhinestone to ensure that it will stay on. I let my things dry for a 1/2 hour or so before handling it again. Hth!
