I have used PSP and PS, and I think PSP is a little more intuitive. However, both of them have great tutorials out there. Dreamweaver is a tool for creating webpages, like MS Frontpage. I've heard great things about it, especially when used in tandem with PS, as they are both made by Adobe. If you go that route, be ready to shell out some $$$$; PSP is way cheaper.
