Default Question about tie, birthday number shirts etc.

Ok, so I know this may be a silly question but I want to make some shirts with ties on them for little boys and b-day numbers to go with tutus. I know that I need fuseable iron on stuff for the back of the fabric. Question is if I bond it to the back of the fabric first then cut out my design (the tie or number for example) then attach it to the shirt will the edges of my cutout fray? I'm not sure if the fuseable stuff will keep that from happening or if I'll need to roll/hem the edges first. Thanks for your help ladies!
