I only bake my korkers. I dip the ribbon in a bow of starch before putting it on the rod to bake it. I don't starch again after it comes out. But I do only use gg ribbon for korkers. If I used another I would probably starch again. I am just too afraid other ribbons will not hold the curl long term.
