Ok, let me try to help if I can. I think you're saying that you're using a lot of fabric which makes the waist too bunchy. Most twirl skirts have a yoke piece for the waist and then the layers of lots of fabric are sewn to that. The yoke is just a circle of fabric that you create the waistband out of and there are a couple inches that drop down before your main fabric which you can use a ton in a twirl skirt and still not be too bunchy. As far as the elastic goes I always measure the waist and then subtract 2 or 3 inches depending on how stretchy the elastic I'm using. I'm attaching a picture of a skirt I made with a longer yoke with more of a drop waist than normal so you can see what it looks like.
