Okay, forgive the paint picture....but I'd do a modified tutu dress for all practical purposes. Use a cut piece of elastic at the top and tie the pieces around it, then another piece of elastic at the waist and tie them to that, but leave tails long enough to make the tutu part at the bottom. Then just tie two pieces on the top so she can tie it around her neck. You could trim it in something sparkly, like the wire garland stuff maybe? You could also sew a pocket on the tutu part if you just layered a couple pieces of the tulle and sewed it on by hand.

I don't know...
