I've done it in the past, but consider it more of a craft ribbon than a hair bow ribbon. Made bows for special gifts, and for a "ribbon-look-alike" for an outfit. But it's time consuming for every day use. I'd first use sizing [not starch] on the fabric til it's really stiff, then cut it into strips and tie a bow. For an outfit, I'd size the fabric for easier sewing. Cut it into strips and serge the edges. Sew the edges to the outfit and when washed, the whole thing is soft, the sizing washes right out.
