I am in Australia. I don't starch my korkers as I like them soft but if you really want to you need to go to Spotlight or similar place and get "Craft Smart" Fabric Stiffener. It is like glue and you water it down.
Put it on after you bake the ribbon. Remember that red will run and to use separate dowl for red.
