I made my dd a tutu today, and compared it to my first one...there was no comparison. My first one I used 1 roll of tulle and one layer for each knot. This time I used between 3.5-4 rolls of tulle, and used two strips, double knotted on no-roll elastic cut about 5 inches less than her waist measurement. It came out really full and looks gorgeous on my little lady. She's not a very willing model as of late though so I had to bribe her just to try it on!
I'll have to take a pic of the two and show you the difference. I also thought I was being clever putting velcro on the first one, what a pain! Something I will never do again.
