We use digimarc. It is a bit costly, however, but it does work. Using Photoshop, you can digitally imprint a code into each picture. That code remains, even if the picture is renamed, resized, or altered in any way. Digimarc then uses its software to spidercrawl the web for your codes and reports back to you the ip addresses and locations of your photos.

It's costly but effective.
