For a nice and full tutu you should use at least 75 yards (3-6'' rolls). If you buy it by the yard at a fabric store you should buy 9 yards of tulle for the length it really will depend on what kind of look are you going for. I really like how the 13" lenght looks on my 5 year old. Just cut 26" strips and ford them in half
