Those are chiffon rosettes. VERY simple to make-take a length of chiffon, depending on how big you want it-maybe start with 2 inches by 24 inches. Either use your sewing machine and do a basting stitch on one side, or sew by hand, gather into tight ruffle and keep wrapping the material around in a circle. I tie off the end and sew the "bottom" together with a few stitches. Use a small piece of felt to glue to the back and put an a clip. Be use you get the chiffon tricot-the one used to make pettis-it doesn't fray.
