I think everyone may do it differently but the way I do it is make the bow but don't add the hardware then depending on the quailty of the ribbon, I either bake then starch (schiff since it's pretty sturday already) or starch then bake(offray) I also starch it after baking as well. Let it dry then add the hardware. I spray mine to the point they are obviously wet and then let them dry. HTH
