Default Having trouble with my tails

I'm making cheer bows for a local high school competion team. I have made them before but I'm thinking it's the ribbon I'm using to add the pop. Here is the tails want to curl up. I heat bonded the layers together and I'm going back through and re-ironing the bow tails after the bows are together using a heavy starch. It seems to be helping but does anyone else have any ideas that might help? Just so you know I have been doing the bow biz for several years now but I don't do cheerbows too often. TIA for your help.
