take a party hat and open it up. I made a template out of posterboard and cut it about a 1/4 bigger. i ironed fusible web to the back of the fabric, traced the shape of the template onto the paper part of the material & cut it out. Then ironed it onto the party hat, folded edges to the inside and ironed them down. Finish the inside with some seam tape or rick rack. hot glue the opening closed, hot glue the marabou around the edges & top.

Forgot to add, I know how expensive the ones are on etsy and I think it is ridiculous! I charge $10 for the ones like in the pic and $7 for ones with just a number on it. $5 for solids.
