Here again, I'm no pro either. I made plenty cheer bows this past season. I always fuse the sequin layer to the same width/color grosgrain because it makes the sequin color richer.
Cheer teams do not normally mind their bows being stiffer. They hold their shape longer that way. If they do not wish to have their bows stiff, I would suggest not using the additional grosgrain attached to the sequin. However, I would also let them know that the consequences are their sequin color will not stand out as well either.
