Some people do, some don't. It just makes the sequin color stand out more since the material is a bit see-through and if your bottom ribbon is a different color, your sequin color won't show up as well. It does make a stiffer bow though once you start adding an extra layer like that.
To cut - all you need is a rotary cutter and clear ruler. And self-healing mat.
