I drench the ribbon on the dowel with sta-flo starch (diluted to 50% with water), then I bake for 275 for 20 minutes. Let cool all the way. Assemble the korker. Spray with Niagara starch & hang upside down to dry. I don't always do the last step, but I've found that it makes perfectly poofy, stiff korkers.
