I use the Top Notch Templates by No Bow No Go for all of my bows (they're awesome!). I bake my korkers (of course) and then starch after assembled, but only starch all of my other bows (maybe I'm lazy?
. I use a solution of 50% sta-flo (craft starch you can find at Walmart), and 50% water, spray, and let dry. Works great for me! They definitely hold their shape. HTH.
