You really shouldnt have to starch and bake bows if you are using higher quality ribbon like Offray or Schiff.
I do starch my bows if I use UB, YAMA or ribbon from HL because that ribbon is a little flimsy.
Korkers of course need to be sprayed and then baked. I spray them again once they are done baking. I like for mine to be really stiff.
