"The cookie sheet thing" she is referring to is (I think, from what I remember reading) is using a cookie sheet to wrap your tulle around and then cutting it at the one end, then you have all your strips cut out & it doesn't take forever. My cookie sheets are the stoneware ones, so that didn't work, but it DID work to use a cooling rack. From start to finish (from opening the spools of tulle to wrapping/cutting on the cooling rack, to tying on elastic) took me 45 min. I am only making them for my dd, but WOW it was so fast!!
