Default Layered Applique Shirt

I want to make shirt like the one in the picture for a friends DD's 1st birthday and I wanted to do a big '1' and then a smaller '1' on top of that. Don't know if that makes sense LOL. Anyhoo, I've made these before but never with one applique on top of the other.

Do I use wonder under on the big '1' sew that on the shirt and then do the smaller '1' with wonder under and sew that on top of the big '1'? Or do I wonder under the little '1' onto the bigger '1' sew that and then wonder under the big '1' onto the shirt??? LOL!!!! Does that paint a good picture at all...sorry if it doesn't. AND will the wonder under get too hot and melt if I layer it like that??? Any help is REALLy appreciated. THANK YOU!
